EFOSA Semi-annual report 2011
Dear member organisations of EFOSA,
The Council wants to report on the activities of the Federation since our last General Assembly Meeting in Portoroz, Slovenia in June 2010. A draft of the minutes from that meeting has been available on the website since August last year.
Council
The Council has met twice; October 23rd, 2010 in Brussels and February 26th, 2007 in Spa, Belgium.
Country reports 2010
It is our hope that we will continue to receive and publish country reports on the website every year. If you have not yet delivered your country report, we would be most grateful if you would forward this as soon as possible to our Secretary, Julian O’Neill, on julizone@yahoo.co.uk. We should be grateful if you would check this as soon as possible.
The country report is a valuable resource to members of EFOSA and other members outside the organisation regarding the officers and activities within your society.
EFOSA Headlines
The latest edition of EFOSA Headlines has been circulated recently by email. President Alexander Kokkas continues to edit this valuable publication. Please circulate the Headlines to the members of your society to inform them about EFOSA.
EFOSA Website
It is proposed to redesign the website in the near future. A meeting is taking place in April between Bart Vande Vannet and Tom de Laat of IS-Consult regarding this. It is hoped to make the website more attractive and user friendly. In addition to this we hope to improve the amount of information published on the website for each member country. There is scope to add photographs and more extensive contact details for each of our member societies, and we aim to carry this out in 2011.
Subcommittee on “Quality Working Group”
The Council and Frank de Winter are closely monitoring ESAS use.
Data will be presented at the forthcoming General Assembly meeting.
Frank de Winter continues to chair this committee.
European Orthodontic Guide
It is hoped to develop the information collected for the Paris and subsequently Sydney posters, as well as, the Country Reports and the European Orthodontic Health Insurances Project. This European Orthodontic Guide could be produced on CD and sent to members.
Masters Degree in Orthodontics
Further discussion has taken place at Council regarding the self-styled Masters in Orthodontics programme, and in particular the course offered at the Krems Donau Universitat. The EFOSA position is that any Masters degree should be part of a 3-year postgraduate training course.
Membership status
Malta and Bulgaria are now full members of EFOSA.
Council of European Dentists
For the first time an EFOSA officer was invited to meet with the CED (Council of European Dentists) board. This took place in September 17, 2010, and our Vice-President Bart Vande Vannet attended this meeting in Vienna.
General Assembly meeting in Istanbul, Turkey, Sunday 19 June 2011
Our next General Assembly meeting will commence at 09.00 – 15.30hrs in Istanbul. Lunch will be provided as well as a coffee break in the morning and refreshments during the afternoon. This should give us all plenty of time for discussion and catching up. It is hoped to ask EPSOS, the European Postgraduate Students Orthodontics Society, to present to us as in previous years. You will also be invited to a traditional get-together party that will take place the previous evening, Saturday 18 June. Full details regarding the venue and times will be circulated by email in the near future.

Dear member organisations of EFOSA,
The Council wants to report on the activities of the Federation since our last General Assembly Meeting in Helsinki, Finland in June 2009. A draft of the minutes from that meeting has been available on the web-site since November last year.
Sydney
The EFOSA will have an exhibition booth at the WFO Meeting in Sydney together with the EOS and the FEO. Of course the ESAS (EFOSA’s Self Assessment System) will be demonstrated and promoted, also will be on display the “Survey of different orthodontic conditions in the European countries” and the “Tasks and responsibilities” of the three European Orthodontic Organizations.
WFO Guidelines for Postgraduate Orthodontic Education
The EFOSA Council has decided to comment on the fact that WFO Guidelines do accept a 2 years specialist training program after a 4 years dental training and a recommendation of two years of general dentistry before starting specialist training. The EFOSA will claim that 3 years of fulltime postgraduate training after 5 years of dental training are a minimum.

The Council in the meantime has met once in November 10th, 2009 in Paris.
Country reports 2009
The Country report over the last years always has the same structure. The intention is that just changes and additions should be filled in and current goings-on reported. Until now reports have been received from a few countries only. These reports are available on the web site. This note will serve as a reminder to those who have not yet delivered the report. Would you please check whether your country has been updated.
EFOSA Headlines
During the last year two issues of the newsletter called the EFOSA Headlines has been published by the EFOSA Council. Vice President Alexandros Kokkas, Greece is the editor. The publication is planned to come out two times a year and the target is the members of the EFOSA member. societies The EFOSA Council urges you to distribute the Headlines to your members in a suitable way.
Committee on “Orthodontic Training Programs and Examinations”
Krister Bjerklin, Sweden is responsible for the future efforts of the Committee together with Luc Dermaut, Belgium. A close contact with the EOS “Teachers forum”, Anne Marie Kuipers-Jagtman and Stavros Kiliaridis, and the postgraduate student organisation EPSOS are now the strategy for getting more knowledge about and improving the quality of existing training programs in our member countries.

As decided by the General Assembly in 2005) the Committee, supported by the software company, Sunsoft AS, in Norway, has created the Self Assessment System, ESAS. Frank de Winter, chair of the committee has successfully introduced and demonstrated the program which is available on the web through www.efosa.eu or directly www.esas.nu. A demonstration was held at the GAM and an introduction was performed at the oral program of the EOS Congress in Helsinki 2009: A similar demonstration is planned at the WFO Meeting in Sydney in February 2010.
A special ESAS postgraduate version is available and the Council is working hard to introduce ESAS as a natural quality control tool that every postgraduate program shall use.
The EFOSA Quality Newsletter has so far been published three times, 2006, 2007 and 2009. No issue was published in 2008 at the Lisbon Meeting. In Helsinki Bart Vande Vannet, Belgium was elected the new editor for the 2010 issue.
Masters degree in orthodontics.
EFOSA discussed the development in Europe of so called Masters in Orthodontics offered by several universities, and is worried about the false impression that might be given to the public that this is something equivalent to a specialist training program.
Committee on “Health Insurances”.
Alexandros Kokkas, Greece, chair of the Committee has together with the two other members of the Committee Christian Scherer, Germany, and Kristin Heimisdottir, Island, delivered a second report in Helsinki on different health insurances systems in the member countries of EFOSA. An attempt to a comparison between the systems was also carried out by Kristin. An update is planned to be published in Portoroz , Slovenia, in June this year.
Survey of the “Orthodontic situation in Europe 2010”
During the end of last year every member and other EU countries have been asked to update the so called “Paris posters” (The posters presented at the WFO meeting 1995 in Paris) This material will be displayed at the forthcoming World Meeting in Sydney

The web-site so far has been taken care of by the Secretary, assisted by ISconsult in the Netherlands. Updates have been limited to 4 times a year. ISconsult also hosts ESAS. Frank de Winter is resigning from the Council, and therefore the election of a new Webmaster/Secretary will be due in June. The Nomination Committee has been contacted.
CED
A cooperation with the CED (Council of European Dentists) has been established and the intention is to continuously have mutual contacts. The ideal would be to get a co-opted position in the CED General Meeting during this year.
Membership status of Hungary, Malta, Latvia, Lithuania, Bulgaria, Romania, Luxembourg, Spain and Austria
Hungary, Malta, Latvia, Lithuania, Bulgaria, Romania have been contacted by selected EFOSA Council members and have been invited to ask for appropriate EFOSA membership in Portoroz
Luxembourg probably will have recognized the specialty until June and is supposed to apply for Active Membership in 2010.
The specialty is not yet recognized in Spain and Austria.
Next General Assembly Meeting in Portoroz, Slovenia, June 15th, 2010
The next General Assembly as usual will start in the morning for a whole day session and have a common lunch with possibilities to interactive communication between delegates and Council. Coffee breaks in the morning and in the afternoon will also give many opportunities to informal discussions. Like in previous years a special presentation of the EPSOS (European Postgraduate Students Orthodontic Society) will be planned.

by the Secretary with the help of a student in Amsterdam.
Updates have been done irregularly but during the last year,
once every 3 months. Due to a lot of information and many
changes within short time the Council has decided to hire
professional help. The Council has also decided to look for
a new Web-site master to replace Frank de Winter who has an
extremely high workload. The Nomination Committee is
contacted.

The Council wants to report on the activities of the Federation since our last General Assembly Meeting in Berlin, Germany in June 2007. A draft of the minutes from that meeting has been available on the web-site since August last year.
Council
The Council has met once in November 17th, 2007 in Paris. Reggie Miethke EOS Past-president and co-opted member of the EFOSA Council was not able to attend.

The Country report has the same structure as last year. The intention is that just changes and additions should be filled in and current goings-on reported. Reports have been received from just a few countries. These reports will be available on the web site. This note will serve as a reminder to those who have not yet delivered the report.
EFOSA Headlines
During the last year a newsletter has been published by the EFOSA Council. Vice President Alexandros Kokkas, Greece is the editor. The publication is planned to come out two times a year and is to be distributed to the different members of the member organizations in a suitable way. The other EFOSA publication aimed publication once a year is the Quality Newsletter.
Subcommittee on “Orthodontic Training Programs and Examinations”
We are still waiting for the report on the Questionnaire to 220 institutions with the disappointing result of about only 40 answers. We have asked Francesca Miotti, responsible for the task without result. Krister Bjerklin, Sweden is now responsible for the future efforts of the Committee together with Luc Dermaut, Belgium. A close contact with the EOS “Teachers forum” and the postgraduate student organisation EPSOS is now the strategy to get more knowledge about the quality of training programs in Orthodontics in our member countries.
Subcommittee on “Quality Working Group”.
As decided in Amsterdam 2005 the Committee has produced the first issue of EFOSA Quality newsletter until the Vienna Meeting last year and also demonstrated a prototype of the ESAS: EFOSA’s Self Assessment System. Frank de Winter, chair of the committee has reported considerable progress in the work with the ESAS and a real version of the program is expected to work on the EFOSA web-site early 2008.

During the last year Alexandros Kokkas, Greece, has taken care of this Committee. In the meantime Christian Scherer, Germany, and Kristin Heimisdottir, Iceland, have joined the Committee; still 1 more person is wanted to join. Information about different health insurances systems in the member countries of EFOSA is currently collected.

EFOSA had a very successful General Assembly Meeting in Lisbon, Portugal on June 10th, 2008.
Focus was on:
cooperation with the College of European Dentists (CED),
active in Brussels, the heart of the EU, in orthodontic
matters
cooperation with the Teachers Forum of the European
Orthodontic Society (EOS) and the European Postgraduate
Students Orthodontic Society (EPSOS) on promoting
standardization of requirements of postgraduate programs,
and promoting high level of training
A new issue of the EFOSA Headlines was published
A first comparison of health insurances for orthodontic care in Europe was presented
The quality care initiative: EFOSA’s Self Assessment
System (ESAS) was presented being ready on line. It will be
available to members (orthodontists) of the EFOSA member
societies/associations from September 1, 2008
